| 摘 要： | 长期以来,一味压缩和控制行政费产生了诸多问题。本文结合公共财政的要求,就如何重新审视行政费的作用,调整相关政策,在新形势下,如何解决行政费供给“缺位”与“越位”、保障不足与使用浪费并存的状况,提出了深化改革、加强管理、提高行政费使用效益的办法和措施。

| Abstract: | For a long period, various problems have appeared because of the endless reduction and control of administrative fees. This paper, according to the requirement of public finance, poses the following measures as deepening reform, strengthening management, improving the using efficiency of administrative fees concerned with how to reexamine the function of administrative fees and to adjust relative policies, and how, under new conditions, to change the situation of the supply, the insufficient guarantee and the waste use of administrative fees. |
