| 摘 要： | 改革开放30年来,随着我国社会结构的调整和政府职能的转变,政府逐渐还权于社会,社会团体的规模不断扩大。据民政部门统计,截至2007年底,全国已有社会团体达21.2万余个。社会团体已经成为一支不可忽略的社会力量,在各个领域发挥着特殊的作用。这其中,由于社会团体与生俱来的特性恰恰能够满足政治动员的需要,并且能够弥补政府在政治动员中的不足,社会团体在政治动员中的作用尤为突出。但由于种种原因,社会团体在政治动员中的作用还没有充分发挥出来,需要进一步加强。

| Abstract: | Thirty years of reform and opening up, government functions, the government has gave back with the restructuring of the right to the society our society and the change of gradually, the scale of social organizations was constantly expanding. According to the Civil Affairs Department statistics, by the end of 2007, the number of social organizations has exceeded 212,000. The social organizations have become a social force that can not be ignored, played a special role in various fields. Among these, due to the inherent characteristics of social organizations is precisely to meet the needs of political mobilization, and make up the government＇s lack of political mobilization, social organizations＇ role in political mobilization is especially prominent. However, due to various reasons, the role of social organizations in political mobilization have not yet fully played out, need to be further strengthened. |
