摘 要: | 本文从自组织原理的角度来分析事业单位的管理体制,将自组织系统的内在性和自主性特点应用于事业单位的管理,使其摆脱传统的束缚,面向公众选择,建立和健全内在的投资和经营补偿制度,从而实现自我调控、自我发展、自行完善。

Abstract: | The relationship between the public utilities and the government has been making it possible that the management of public utilities has the administrative and nonsocial characteristic. From the riew of self- organizing system, the article uses the self- organizing principle to manage the public utilities, to turn the face to public selection, to build and develop the systems of investment and financial subsidy, to make the system of public utilities revolve automatically so as to build the modem management of public utilities. |
