| 摘 要： | 自人类开启可持续发展新文明时代以来,我国坚持"可持续发展"和"科教兴国"两大国家基本发展战略,贯彻落实科学发展观,成为发展中国家实现人口、经济、资源、环境协调发展的表率。20年发展历程表明,可持续发展是践行科学发展观的必然选择,科技创新是实施可持续发展战略的必由之路。我国科技创新在以下4个方面发挥了重要的支撑作用,有力地促进了可持续发展:(1)在保障人口健康、食物安全和优化人居环境等方面,满足人类发展的合理需求、提高人类的福祉水平;(2)在海洋和空天拓展生存与发展空间、节约和循环利用资源、保护环境和改善生态等方面,消除资源环境的瓶颈制约、保障生产活动的持续进行;(3)在提升新材料和新能源产业、绿色制造业、信息化产业等竞争能力方面,支撑战略性新兴产业的发展、巩固国民经济的物质基础;(4)在形成先进的环境伦理和发展观、构建国家科技-文化-体制三位一体的创新体系、提升战略决策和管理的科学化水平、探索新型工业化和城市化道路等方面,助推社会进步与文化建设进程、增强发展软实力。

| Abstract: | Since the beginning of the human being’s new civilization era of sustainabledevelopment,China has become one of the excellent models of the developing countries who have achieved the coordinated development among population,economy,resources and environment,by initiating and upholding two basic national development strategies of"Sustainable Development" and"Revitalizing the Nation through S&T and Education".China’s development in the last 20 years shows that,sustainable development is the inevitable choice for the practice of scientific outlook on development,and scientific and technological innovation is the inevitable course which must be taken for the implementation of sustainable development.China’s efforts in implementing scientific and technological innovation has been playing an important supporting role in promotingsustainable development in the following four aspects:(1) to meet human being’s rational needs for development and enhance their happiness in terms of safeguarding population health,food security and living condition;(2) to eliminate the bottleneck constraints of resources and environment and ensure the sustainable production activities in terms of expandinghuman being’s living and development territories in the ocean,air and space,conserving and reusing resources,protecting environment and improving ecological conditions etc.;(3) to support the development of new strategic industries and consolidate the material basis for the national economy in terms of enhancing the competitiveness of industries related to new materials,new energies,green manufacturing and information;(4) to accelerate the progress of social advancement and cultural construction and to strengthen soft power for development in terms of initiating environment ethics and development views,constructing the national innovation system in which S&T,culture and management system are integrated as a whole,improving the scientific level of strategic decision and management,and exploring the new industrialization and urbanization road. |
