| 摘 要： | 在分析总结我国产业集群发展演化和缺陷的基础上,提出了产业集群创新的三个路径:集群结构创新、集群技术创新和集群理念创新;并由此提出了由政策规划、政策制度、政策激励、政策协调和政策倡导构成的"五轮驱动"政策创新模型;从政府公共政策角度出发,提出并分析了馈式动态循环的政策设计流程。以此为基础,设计出一组以集群可持续发展为目标的、面向集群创新的政策创新与应对。

| Abstract: | Through analysis of developing evolvement and defects of industry cluster in China in recent years,this paper puts forward three paths of cluster innovation:cluster structure innovation,cluster technology innovation and cluster thoughts innovation.It also advances the 'five-wheel drive' policy innovation mechanism made up of policy programming,policy system,policy encouraging,policy coordination and policy sparkplug.Starting from public policy design,a design process based on retroactive and dynamic circle is suggested.According to the model,a series of policy frames are designed. |
