| 摘 要： | 天津滨海新区经济社会整体发展宏观愿景的实现,要求经济绩效水平提升与公共服务体系建设的协调共进。滨海新区公共服务体系的建设,要在以探索构建有滨海特色公共服务体系的总体理念和战略方向指导下,通过构筑公共财政框架,研究制定公共服务体系建设发展规划,探索推出滨海新区基本公共服务标准,创新和提升公共治理的结构和水平,发展形成政府主导、多元主体协同互动的公共服务治理格局等对策设计,实现滨海新区公共服务供给的均等化和高水平。
