| 摘 要： | 教学质量是高等教育的“重中之重”。社会各界和广大群众对高等教育质量的期盼水涨船高。我国高校教学质量保障体系的构建不能照走英国“三个阶段”的弯路。针对我国现阶段高校教学质量保障体系运转中目标不清、标准不明、效果不佳、风气不正的现状，必须逆向思考，重症须下猛药，构建国策级的高校教学质量保障体系，坚持机构的权威性、标准的唯一性、操作的铁腕性。

| Abstract: | the quality of teaching is the＂priority＂of higher education.The social from all walks of life and of the masses, to the quality of higher education expect a rising tide lifts all boats.The construction of college teaching quality security system of our country can＇t according to Britain＇s＂three stages＂detours.Aiming at the present stage goals in college teaching quality assurance system operation, standard is unknown, the effect not beautiful, the present situation of the atmosphere is not straight, must reverse thinking, intensive medicine, the construction of a national policy level in colleges and universities teaching quality guarantee system, adhere to the authority of institutions, the uniqueness of the standard and operation of an iron fist. |
