| 摘 要： | 共生关系原理、利益原理、交易费用原理是行政许可法构建的三个原理,体现了法律制度与市场经济关系的有机衔接、法律制度与市场经济中利益关系的合理协调、法律制度与实践的有效连接。作为规范政府行为的一部重要法律,行政许可法坚持按照经济、社会和生态环境协调发展的要求,对行政许可的设定、实施主体和程序、监督检查和法律责任作了全面规范,成为我国建设“有限政府”、“亲民政府”、“法制政府”、“廉洁政府”和“高效政府”的一项重要的法律保障。

| Abstract: | Coexistence relation,interest relation,trading cost relation are the three principles of law of administrative license,which presents an organic link between law and market economy,a rational harmony of the interest relation in the law and market economy and an effective connection between the law and its practices.As a very important law that regulate governmental behaviors,the law of administrative license,based on the harmonious development of economy,society and environment,has set up an overall example in the establishment,practice of main body and procedures,supervision and investigation and law responsibilities of the administrative license.It has become an important law that guarantee to construct "a limited government,a government by people,a government of rule of law,an honest government and efficient government. |
