| 摘 要： | 我国的高校招生考试制度改革在政策制定方面尚存在着一些问题。政策制定的过程缺乏科学、民主、公开的程序,仍然停留在少数人说了算、长官意志的阶段。因此,我们在讨论高校招生考试制度改革时,比起改革的具体内容、如何改革等来讲,确立科学、民主、公开的制定改革政策的程序、制度,显得更为紧迫、必要。

| Abstract: | There still exist some problems in policy-making in testing and enrollment system reform of higher education institutions in our country. The policy-making process lacks scientific, democratic and open procedures, and the decisions are still made by the minorities and leaders. Therefore, when discussing the. testing and enrollment system reform of higher education institutions, it. is more important to establish scientific, democratic and open procedures in policy-making process rather than focus on what to reform and how to reform. |
