| 摘 要： | 晋宋之际,地方行政管理制度出现了一种新变化,即军府府佐兼带统属郡(县)职(尤其是首郡)以及行府州事现象的大量出现,并逐渐有制度化发展的趋势.京口北府集团凭借军功取得对国家方镇的控制,主导了国家政治生活,可是,因为生活教育背景的不同,他们不具备或者缺乏对国家行政事务进行有效管理的经验和才能,这直接促使行政体制发生变化来弥补和适应这种地方管理上的不足,富有经验和能力的高门士族成员因此被选拔出来任职于方镇军府的府佐并兼带统属郡(县)职甚至代行府州事.这种管理方式是在晋宋之际特殊的社会政治背景下发展起来的,为以京口北府集团为代表的"武"势力(军功武力)与高门士族为代表的"文"势力之间的合作创造了一个极为有效的发展平台,使得他们长短互补,相互为用,方镇乃至整个国家也得以正常有效运转.
