摘    要:随着我国高等学校创新能力提升计划启动并实施,国家和各地区分别认定一批高校协同创新中心,有关建设各方不断增加投入,协同创新中心的建设效率亦日益引起社会各界的广泛关注。利用主成分分析和随机前沿分析的组合模型(PCA-SFA),对江苏省批准建设的59个协同创新中心的建设效率进行研究,并根据分析结果提出进一步促进高校协同创新中心高质量内涵式发展的建议和思考,为相关主管部门对于如何更有效地引导资源要素配置方式、建立更科学合理的考核评估体系和竞争退出机制提供参考。

Abstract:With the launch and implementation of the “Innovation Ability Enhancem ent Plan for Colleges and Universities” in China (referred to as “2011 Plan”), a num ber of university collaborative innovation centers have been identified by the state and various regions, the relevant construction parties have continuously increased their investment, and the construction efficiency of university collaborative innovation center has become the social focus. Based on the combined model of principal component analysis and stochastic frontier analysis (PCA-SFA), this paper studies the construction efficiency of 59 university collaborative innovation centers in Jiangsu Province, and puts forward suggestions and thinking of further promoting the high quality inner-level development of the collaborative innovation center according to the analysis results, in order to provide a reference for the relevant com petent departments on how to guide the allocation of resource elements m ore effectively, establish a m ore scientific and reasonable assessment and evaluation system, and establish a competitive exit mechanism.
