| 摘 要： | 在中国,公募基金会是一个非政府组织,同时也与政府改革有着密切的关系,一定意义上说,它实际上是政府体制改革的产物,是一种在体制内产生的外部力量且某种意义类似官办性质的组织。因此,公募基金会的形成与发展,不仅昭示了政府从传统的公共行政走向现代公共治理的过程,还体现了第三部门对政府的"角色互补"以及在相互之间的互动博弈中形成的协同治理关系。

| Abstract: | In China, the public-raising foundation is a kind of non-governmental organizations and also is closely related to the government reform, in certain sense, it is actually the product of the government reform and the external forces generated within system, it is similar to government-run in some sense. Therefore, the formation and development of public-raising foundation, not only make clear the process of government toward a modern public administration from the traditional public governance, but also reflects “the role of complementarity” to government by third sector, as well as the collaborative governance relationship formed in their interactive game. |
