| 摘 要： | 赵炳麟是晚清政坛上具有重要影响的言官。他对中国近代铁路建设的思考富有积极意义，对广西铁路建设满怀热情，希望清政府能够严责广西地方当局加快筹建进程。然而，当他被清廷中枢抛到铁路筹建的前沿舞台后却屡萌退志，深感自己筹建能力的缺失。这些反映了他作为言官的尴尬处境。走向末路的清政府因无法遏制朝中腐朽势力的侵蚀而用其所短、弃其所长，正是它覆亡前的征兆。

| Abstract: | Zhao Binglin was an imperial remonstrator who was influential in political arena during the late Qing Dynasty. His thinking played an active role in the building of railroads in modern China. He was very much concerned about building railroads in Guangxi, hoping that the Qing government urged the local government in Guangxi to speed up the construction of railroads in the region. However, when was sent to the out-of-the-way region to prepare for the railroad construction, he felt completely impotent. The Qing government was unable to stop corruption among the government officials, not locating people in the right place. This indicated the decline of the dynasty. |
