| 摘 要： | 民办教育改革与发展受多种因素影响，其动力与阻力构成影响其前进的两极张力。动力因素与市场经济的催生、社会阶层的差异、民主政治的完善和多元文化的取向相关，涵盖经济、社会、政治和文化领域；阻力因素则从反思政府行为的角度出发论及立法滞后性、制度缺失性、执行混乱性和观念冲突性。正确认识其动力与阻力是推进民办教育改革发展进程的前提。

| Abstract: | The reform and development of the non-stated owned education is affected by many factors with both drive and resistance. The drive comes from the market demand, social difference, perfecting democratic politics and multicultural orientation relating to economy, society, politics and cultural domain. The resistance comes from the unfavorable government behavior, slow law making, lack of regulations, chaos operation and cultural conflict. Better understanding the drive and resistance is the precondition for the development of non-state-owned education. |
