| 摘 要： | 当代社会对大学的需求是多种多样、多领域、多层次的。大学必须对它所活动的主要领域和主要层次作出选择,对其职能发挥的主要领域和主要方向作出取舍;在格外激烈的院校竞争中,大学的领导层、决策层能否把握机会,作出让学校高速发展、跨越式发展的战略选择,关乎大学的核心竞争力。因此,战略选择和规划对大学的发展至关重要。大学的战略定位和选择需要考虑诸多因素,主要包括外部环境、内部资源和能力、利益相关方的期望和反响等。本文以南京大学将美国《科学引文索引》引入科研评价的战略选择与决策过程为例,分析大学战略选择的关键与难点。

| Abstract: | The demands of modern society on universities are diversified, multi -fields, and multilev- el. A university should not only make correct choices on its major fields and levels of activities, but also make decisions on its major areas and directions of university functioning. In the extremely fierce competition between universities, the university~ core competitiveness related to whether the university leadership and policy maker could seize the opportunity, and make the strategic choices to promote universities rapid and leap -frog devel- op. Therefore, strategic choices and designs are critical for a university＇s development. The strategic choices and orientations of a university should take many factors into account, such as the outer environments and the inner resources and abilities, together with the expectations and responses of the different stakeholders, etc. Taking the strategic choice of Nanjing University in introducing American SCI into research assessment as an example, the paper analyzes the key points and difficulties in making strategic choices for universities. |
