| 摘 要： | 当前,地方本科高校转型基本是由政府主导的自上而下的变革过程,在持续推进过程中,面临目标模糊、动力不足、制度缺失、资源匮乏、文化待育等现实困境。新时代,在党的十九大报告提出建设"质量强国"和建设知识型、技能型、创新型劳动者大军的背景下,应当重新审视地方本科高校在我国高等教育体系中的重要地位,全面突破地方本科高校转型中的五重困境,最大限度地在地方本科高校转型过程中强化目标定力、激发主体动力、突出制度张力、增强资源实力、释放文化潜力,高位推动实施地方本科高校转型战略,与国家"双一流"建设战略同频共振,倾力打造中国高等教育的升级版。

| Abstract: | At present,the transformation of local undergraduate universities is basically a top-down process led by the government.In the process of continuous advancement,it is facing somepractical difficulties such as ambiguous goals,insufficient motivation and the lack of matching systems,resources and culture.In the new stage,as reported by the 19 th National Congress of the Communist Party of China,it is time to construct quality power and train a group of excellent workforce possessed of knowledge,skill and innovation ability.Therefore,it is necessary to re-examine the important position of local undergraduate universities in Chinese higher education system.The current task is to fully break through the predicaments in the transformation of local undergraduate universities.The universities are required to strengthen the goal,stimulate the main motivation,highlight the strong system,enhance the strength of resourcesand release cultural potential to the greatest extent.Then,it is viable to promote the implementation of local undergraduate university transformation strategy at a high level.Resonating with the national"first-class double"construction strategy,the transformation of local undergraduate universities is striving to build an upgraded version of higher education in China. |
