| 摘 要： | 清代亳州的社会救助体系由中央政府实施的优老、蠲免,地方政府设立的善堂、仓储设施和民间义行构成。该体系集中中央政府、地方政府和民间力量,面向社会下层和弱势群体,以扶危济困为目的,取得了一定的社会效果。此外,由于灾荒较其他地区更为频繁,亳州地区社会救助设施的建立及其运行均体现出地域性特点。

| Abstract: | Special treatment to old people,remission of taxes,Shantang,Yicang,and civilian action of helping other constituted Bozhou＇s social relief system.Based on the power of central government,local government and non-governmental forces,facing lower class,this system achieved certain social effect.Due to more blood and drought,Bozhou＇s social relief facilities had certain characteristics in the construction and operation. |
