| 摘 要： | 策划竞争是当前报纸竞争的主要手段，时事新闻策划是报纸策划的重要组成部分。本文论述了“总编定势”对时事新闻策划的影响，提出总编辑应是时事新闻的总策划，并进一步论述了总编辑怎样当好时事新闻的总策划。
