| 摘 要： | 人口包括数量、质量、结构三个因素。从我国人口实际出发，人口可持续发展的基本点是：大力控制人口数量，提高人口素质，调整人口结构，实行以人口数量控制为主，控制、提高、调整相结合，达到适度人口目标。

| Abstract: | The populalion includes three factors, i. e. quantity, quality and structure. Proceeding from actual
practice of the population of our country, the basic points of the population to be able to last development are to
control the population quantity energetically, to enhance the population quality very hard, to adjust the population
construction, to carry out taking the quantity of controlling the population as the dominant factor, to combine con-
trol with enhancement and adjustment, and to reach the fitting population objective. |
