| 摘 要： | 在人民代表大会制度的框架内,没有其他国家机关监督制约人民代表大会(国家权力机关)的机制。宪法对人民代表大会及其组成人员的监督和制约是人民代表大会制度中的一个重要内容。人民代表大会要受到选举它的选民或选举单位的监督制约。罢免权是监督权的一种极端形式,它不可能成为对作为国家权力机关的人民代表大会进行经常化监督制约的方式。因此,公民的知情权、参与权、表达权、监督权,就成为完善人民代表大会制度中,对作为国家权力机关的各级人民代表大会进行经常性监督制约的重要机制。
