| 摘 要： | 船舶污染，无论是事故性的还是排放性的，都会给海洋环境造成重大危害。为此，国际社会已经形成了控制船舶污染的国际条约体系，它包括全球框架公约、专项国际公约和其他相关的海洋环境保护公约三个层次。同时在船舶污染防治的具体标准、不同国家的管辖权及船舶污染损害责任和赔偿方面确立了较完善的法律规则。

| Abstract: | Vessel pollution, whether accident or discharged, would impair seriously marine environment. International community has established a system of international treaties on vessel pollution control,which contained 3 levels:globally framed convention, special convention and other relevant convention.Meanwhile, there were perfect rules of laws on specific standards of vessel pollution control, on jurisdiction of different countries and on liability and compensation. |
