| 摘 要： | 健全部门间协调机制，顺应了我国深化行政管理体制改革的新目标与新要求；从当前我国政府部门间协调的现状来看，存在着协调的启动与协调机构设置的随意性、协调过程的随意性以及对协调的监督与追责缺失三个方面的主要问题；健全部门间协调机制，应该在大力精简议事协调机构和加强协调制度建设的同时，寻求从政府职能的配置上、组织结构的改造上取得根本性的突破，在这方面，可以尝试进行决策的大部制与执行的分散化、专业化的改革。

| Abstract: | Improving inter - departmental coordination mechanisms conforms to China＇s new objectives and new requirements of deepening the reform of the administrative system. From the current status of inter - agency coordination, there are three main issues： the randomness of the start - up of inter - departmental coordination and building up the inter - departmental coordination agency, the randomness of the process of inter - departmental coordination, and the loss of monitoring and Accountability for inter - departmental coordination. To achieve sound inter - departmental coordination mechanism, it should be in an effort to streamline coordinating agency and strengthening inter - departmental coordination institution and seek a fundamental breakthrough from the allocation of government functions, the transformation of the organizational structure. In this regard, such reforms as large sector on decision - making system and decentralization and professionalization on implementation system can be tried on. |
