| 摘 要： | 分析了公路的属性，给出了公路管理体制的内涵及其内容，并针对黑龙江省公路管理体制的现状，剖析了现阶段制约黑龙江省公路建设事业发展的因素，最后提出了公路管理体制改革的几点建议。
