上海港和天津港船舶排放控制区政策的有效性分析

摘    要:为研究船舶排放控制区政策在我国的有效性,采用政策效应评估领域的断点回归分析方法,对上海港和天津港船舶排放控制区政策的实施效果展开研究。研究发现,在上海港和天津港实施船舶排放控制区政策均能够有效降低所在城市空气中二氧化硫的日均质量浓度,进而改善区域空气质量。该政策在我国不同区域也表现出较好的普遍适用性。

Abstract:In order to study the effectiveness of the ship emission control area (ECA) policy in China, the regression discontinuity analysis method in the field of policy effect evaluation is adopted to evaluate the implementation effect of the ECA policy in Shanghai Port and Tianjin Port, respectively. The results show that,the implementation of the ECA policy in Shanghai Port and Tianjin Port can effectively reduce the daily average mass concentration of sulfur dioxide in the air of Shanghai and Tianjin, and improve the regional air quality. The ECA policy shows good general applicability in different regions in China.
