| 摘 要： | 全球危机的多发、频发、突发、重发给人类带来了广泛危害性、持续威胁性、巨大破坏性和深重灾难性,对此国家力量无力全面应对,国际组织、区域组织也能力有限。国际非政府组织自身的特征和功能决定了它在全球危机治理中具有机制、服务、理念、专业等方面的独特优势,能够在危机前预防、危机时决策、危机中救援及危机后重建等各个环节发挥独特作用,从而可以有效弥补国家、国际组织及区域集团等行为主体在危机治理中的缺陷、疏漏与不足。
