| 摘 要： | 融资是制约合同能源管理在我国发展的一个重要原因,必须采取有针对性的金融支持政策。在梳理国内现有的金融支持手段的基础上,借鉴国外成功的能效融资的经验,提出了在金融支持合同能源管理方面应当创新融资方式,特别是在提高财政资金使用效率、发展政策性金融及未来权益融资产品的开发等方面积极推进。

| Abstract: | The financing is a crucial reason which restrains the developing of energy performance contracting.Well targeted financial policy should be taken to promote the EPC in China.The paper analyzes the present financing measures,uses the efficacious experience of other countries for reference,and proposes that innovation must be adopted in EPC financing,particularly in the aspects of improving the efficiency of fiscal resources,development of the policy bank,and future revenue financing products. |
