摘    要:战后英国高等教育政策决策过程经历了一个颇具章法的步骤,即从政策问题出发、成立专门委员会,到发表调研报告、发布咨询文件,最后形成法案或法律.在这一过程中,各影响因素相互制约、各利益群体相互博弈,从而形成了颇具特色的教育宏观决策模式.借鉴这种决策模式的经验,有助于提高我国高等教育政策制定的科学性和有效性.

Abstract:In post-war Britain,higher education policy of decision-making process has undergone a fairly permissive step,which is proceeding from the policy problem,setting up a special committee,publishing research report and consultation paper,then forming act or law.The influence factors constraint mutually and various interest groups game in this process,thus forming a characteristic macro-decision model for education.The experiences drawn from the decision-making model will contribute to improve the scientificity and efficiency of the decision-making of higher education policy in China.
