| 摘 要： | 青岛在全国较早地提出了构建“学习型城市”的城市发展战略。该战略的核心工作是构建终身教育体系。位居终身教育之最高层次的高等教育，借助其人才培养、科学研究和服务社会的三大功能及相伴而生的产业属性，顺其自然在青岛“学习型城市”战略中被寄予厚望。在期望中价值凸显，并因其价值而拥有良好的发展机遇。机遇与挑战是并行的，最大限度地发挥高等教育的作用，既需要高等教育在挑战中自我反思，抓住机遇改革发展，也需要青岛改善高等教育经营模式，为其改革发展创造便利条件。

| Abstract: | Qingdao is among the first few cities that puts forward the strategy of development of the "study-oriented city"in China.The core of the strategy is to constitute a life-long education system.Higher education has been placed great hopes on in the strategy to have much to accomplish talent training,scientific research and the service to the society.It has favourable circusnstances and development and opportunities go hand in hand with challenges.But to give full play to the function of higher education we need both the introspection in the challenges and the improvement of the mode of management to pave the way for a further development. |
