| 摘 要： | 在中国旅游业发展过程中,对旅游制度变迁发挥主要作用的主体因素表现为政府、企业家阶层以及以科研机构和旅游行业协会为代表的其他社会组织三种类型。由于这三者在不同历史阶段的利益诉求、约束条件、作用方式以及相互关系等方面存在着差异,旅游制度变迁的模式也体现为两种:从建国后至改革开放前,政府是制度变迁的主导力量,完全主导着制度变迁进程,旅游业制度变迁体现为一元化主体结构的强制性制度变迁模式;改革开放后,虽然政府仍将发挥主导性的作用,但非政府组织也开始对变迁产生影响,以旅游科研单位为支撑,政府与企业组织共同协调整合的多元化主体结构的诱致性制度变迁模式逐渐形成。
