| 摘 要： | 改革开放以来第三部门在我国的出现已是不争的事实,并且已经在社会救助实践方面取得了多方面的显著成效。但是,第三部门的发展、尤其是在社会救助作用发挥方面依然存在着诸多不足。如相关手续办理程序繁琐、财务不透明现象严重、政府过度管制形成对第三部门发展的束缚、但第三部门又过度依赖政府等。存在这些不足的原因也是多方面的:政府与社会的关系不顺;公民对第三部门认同程度不高;法律法规不完善;监管不到位;等等。要充分发挥第三部门在社会救助中的作用,必须从以下多方面着力:进一步清理政府与社会的关系;提高公民对第三部门的认同;完善与第三部门相关的法律法规;以及加强第三部门自身能力的建设。

| Abstract: | Since the reform and opening up the emergence of the third sector in our country is an indisputable fact, and has made great remarkable achievement in the practice of social assistance. However. the development of the Third sector, especially its role in the social assistance is characterized by its many deficiencies. For example, related procedures is cumbersome, the phenomenon of financial opaque is serious, the government excessive control of leading to the shackles of the development of the Third sector, but at the same time the Third sector is over- reliance on government. These deficiencies are multifaceted： the relationship between the government and society is not true, citizens＇ awareness of the Third sector is not satisfying, laws and regulations are not perfect, and regulation is not in place. We should give full play to the role of the Third sector in social assistance and focus on the following aspects： to further clean up the relationship between the government and society, improve the recognition of the citizens of the Third sector, improve relevant laws and regulations of the Third Sector, and strengthen itself capacity building. |
