| 摘 要： | 金义都市新区的建设发展面临着诸多的阻力与挑战,其中融资问题尤为关键,合理有效的金融驱动模式对新区的发展建设起着至关重要的作用。从当前的金融发展环境来看,金融驱动新区建设主要体现在"融智"、"融资"和"融商"三个方面,且分别起到了指导新区开发建设、满足新区多元化资金需求和帮助新区产城融合发展的作用。发挥金融驱动作用助推新区建设,应从实行政银双主体的新区发展模式、打造多样化的新区投融资模式、建立高效的新区投融资服务平台、加快地方金融业创新发展等方面采取针对性措施。

| Abstract: | The development and construction of Jinhua-Yiwu Metropolis District is facing varied obstructions and challenges, among which the financial problem is vitally the key problem. Rational effective financial-drive mode is crucial for the development and construction of new district. Based on the current situation of financing development, the financial-drive mode for new district mainly embodies three parts： ＂knowledge-financing＂, ＂capital-financing＂ and ＂commerce-financing＂, which individually guide the development of new district, meet the requirement of diversified capital and assisting the integrity of industry and finance in the new district. In order to take full advantage of financial--drive to assist the development of new district, it is necessary to carry out targeted policies, such as implanting ＂government-banking＂ developing mode, building up diversified new district investment-financing mode, establishing efficient new district investment-financing service platform and promoting creative local financial industry etc. |
