| 摘 要： | 农村基础水利设施建设一直是我国农业发展的重要条件,对于地区农业产量的丰收与农民收入的增加具有十分重要的推动作用。在我国,由于主客观原因使省域农田水利建设存在不平衡性,例如,同属中部地区的河南与安徽在农业水利基础设施建设中存在很大差异,河南的基础水利建设属于全国先进水平,而安徽则相对较弱。通过对河南与安徽两省水利设施建设现状的对比分析,提出财政拨款地区统筹、产权主体县乡明晰、政府区域性宏观调控等措施,以促进安徽省水利设施建设的发展。

| Abstract: | rural infrastructure water conservancy facilities construction has been a very important condition for agricultural production,and has a very important role in promoting harvest and increase for farmers’ income.In our country,subjective and objective reasons causes imbalance in the provincial water conservancy construction,for example,Henan and Anhui of the central region in the agricultural construction of irrigation works infrastructure exist very big difference,the foundation of Henan water conservancy construction belongs to the advanced level,while Anhui is relatively weak.Through comparative analysis of the current situation to the Henan and Anhui water conservancy facilities construction,put forward finance area Coordinator,property rights clear,government of county regional macroeconomic regulation and control measures,in order to promote Anhui province water conservancy infrastructure development. |
