| 摘 要： | 西部大开发战略的形成和实施有其特定背景 ,势在必行。而当前政府职能中存在的诸多问题阻碍着西部大开发战略的顺利实施 ,这些问题有 :政企不分 ,企业仍然是政府的附属物 ;地方保护主义盛行 ,消费者主权尚未确立等。因此 ,必须转变政府经济职能。这就要求政府从实物市场主体中退出 ,充分尊重市场经济规律 ,积极培育市场体系 ,完善法律法规 ,解放思想 ,转变观念。

| Abstract: | It is against a special background that the strategy for developing the west has been adopted and is being carried out. This is an inevitable move. But there exist some problems in the function of the government that hinder the strategy to be effected. These problems are as follows. 1. As the functions of the government are mixed with those of the enterprises, so the enterprise is still a subordinate of the government; 2. There is protectionism everywhere and the rights of the consumer have not yet been confirmed. Therefore the function of the government must be transformed which requires the government to step out of the goods market, fully value the economic law of the market, actively develop the market system, perfect laws and regulations, free itself from old ideas and change its outlook. |
