| 摘 要： | 文章从我国的国情出发 ,结合南宁市的市场化发育程度 ,提出了从建立以税收为主体、以规范的非税收收入为辅的公共财政收入体系 ,科学界定财政供给范围 ,改革公共产品的供给方式 ,建立与市场经济相适应的预算管理新机制 ,推进一系列配套措施改革等方面着手的整体构架思路。
