| 摘 要： | 专区和地区政制在现当代中国地方政制架构中起着连接省、县之间制度运行的独特作用,但这一事实又与法理存在着某种不协调,体现出治理空间与制度的不适应。其缘由是省县之间的治理空间客观上造成了治理困境,必须在省县基本制度架构之外,加以制度补充,专区和地区政制也因之成为省县之间一个必然的制度层级。在一定的历史条件下,尤其是一个国家从传统向现代转型的过程中,治理空间的调整和制度选择是政治和社会发展的重大问题。

| Abstract: | The institutional arrangement of subprovincial administrative region and prefecture in the institutional hierarchy plays a unique role of connecting the provincial and county governments.However,this arrangement shows certain notes of discord with the legal principle with gaps in governance and a lack of institutional adaptability.This can be explained by the fact that it is the gap in governance that has resulted in problems of governance.Thus,it is necessary to add remedial regulations outside the basic framework of province-county institution.Consequently,the institution of subprovincial administrative region and prefecture become an inevitable one in the institutional hierarchy.In certain historical conditions,especially at a time when a country transforms from the traditional to the modern,adjustment of gap in governance and institutional option are major issues in political and social development. |
