| 摘 要： | 公共权力设置的目标是促进公共利益的发展,保障社会的公共生活秩序。但公共权力在具体的运作过程中,行使者会由于权力使用过度或不及,给社会和国家造成重大损失。在现代政治体制中,权力的滥用既需要社会的制约,也需要法律的制约。然而它们对权力的制约毕竟是一种外在的约束,不能消除权力滥用行为的动机。因此,为了更有效地遏制权力滥用,还必须注重以道德机制来制约权力。

| Abstract: | The aim of the establishing of public authority is to promote the development of public interest and guarantee the order of society's public living.But in the process of exerting of public authority,the official might overspend or inadequately use it,which brings much breakage to our country and society.This article analyses the public character of power,explains the endanger of abusing public authority,and illuminates the importance of bringing moral restriction into public authority function. |
