| Abstract: | The leaders at the level of the departments in an institution of higher education are important to the teaching and administration. In the face of the tasks and challenges in the 21 st century, there should be a mechanism of giving the chance of fair competition for leading positions to more people so as to increase the vitality of the institution. |
