| 摘 要： | 庚子战前袁世凯对山东教案的认识是比较深刻的，他认为教案发生的根本原因在于帝国主义的侵略。如何防止教案的发生，如何正确处理教案，袁世凯提出了治本、治标策。治本、治标策的实质是维护半殖民地的统治秩序，但在当时的历史条件下，对稳定山东局势，防止德国及其它列强以教案为口实，进一步扩大对山东的侵略，有着一定的积极意义。

| Abstract: | Yuan shi kai viewpoint to the religious cases in Shandong Province before the Geng zi war was deep. In his opinion, the religious cases occurred because of the invasion of imperialism. Yuan put forward effective measures on how to prevent and deal with the religious cases. The true nature of his policy was to protect the order of rule of semi-colonialism. Under the historical conditions of that time, however, the policy had positive significance in stabilizing situation in Shandong,and preventing Germany from using the cases as excuses to empand its invasion of Shandong Province. |
