Institution:Professor of Educational Measurement at the University of the West Indies in Jamaica. Previously he directed a project at the Institute of Education, London, on the use of testing in English and Welsh schools. He has authored many papers on measurement. He is currently working on the conceptualization and operationalization of under-achievement and of aptitude and on the competence-performance distinction.
