| 摘 要： | 目的/意义]旨在通过精准治理的理论视角,开展公共突发事件的舆论引导策略研究,引导舆论理想化、规范化。方法/过程]通过查阅相关文献了解我国目前舆论引导工作的现状,分析精准治理背景下科学引导舆论的必要性,以及我国公共突发事件舆论引导方面存在的官僚主义现象、信息公开透明度不足、传统媒体“失语”等短板。政府若无法正确应对突发事件舆情,就将导致自身公信力下降,并影响到社会治理。结果/结论]精准治理下的舆论引导,需要提高媒介素养,增强新闻报道水平,密切关注舆情动向,及时公布消息,注重议程管理,有效转换议题,从而更加科学高效引导社会舆论,降低负面效应,维持国家与社会稳定。

| Abstract: | Purpose/significance]The paper is to carry out the research of public opinion guiding strategy for public emergencies and guide the idealization and standardization of public opinion.Method/process]The paper examines relevant literature to understand the current status of public opinion guidance in China and analyzes the need for scientific guidance of public opinion in the context of accurate governance as well as the bureaucratic phenomena lack of transparency in information disclosure and“aphasia”in the traditional media and other shortcomings in public opinion guidance on public emergencies in China.And if the Government fails to respond correctly to public opinion on emergencies it will lead to a decline in its own credibility and affect social governance.Result/conclusion]Public opinion guidance under precise governance requires improving media literacy enhancing the level of news reporting closely following public opinion trends announcing news in a timely manner focusing on agenda management and effectively changing issues.These will lead to more scientific and efficient public opinion reduce negative effects and maintain national and social stability. |
