| 摘 要： | 善治的本质特征在于,它是政府与公民对公共生活的合作管理,是使公共利益最大化的社会管理过程。善治视野下,协同治理正是通过主体间资源和要素的良好匹配,达到政治国家与公民社会合作关系的最佳状态,是实现从治理到善治的途径。通过分析并重新厘清协同治理概念,指出协同治理的内涵为主体间合作的匹配性、一致性、动态性、有序性和有效性,同时,探析协同治理的观念指导、方法论及技术手段等理论价值。

| Abstract: | The essence of good governance is a co-management between government and citizens in public life,which is a Social management process that makes the public-interests maximum.On the view of good governance,synergy governance can achieve the best cooperation condition between the state and civil society,through a good matching between the resources and elements of main bodies.It is also the way from governance to achieve good governance.By analyzing and re-examining the concept of synergy governance,we point out that the connotation of synergy governance including the matching,consistency,dynamic,orderly and effective of the cooperation between main bodies.In addition,it analyzes the theoretical values of synergy governance,such as conception guidance,methodology and technical means. |
