| 摘 要： | 农村义务教育实行“以县为主”管理体制,旨在强化各级政府特别是县级人民政府的责任,切实减轻农民负担,有效推进农村教育事业的健康、持续发展。但是,由于新体制遭遇了税费改革,忽略了地区间的差异,加剧了经济欠发达地区教育投入不足的矛盾。因此,确保城乡义务教育阶段的机会平等,必须进一步改进和完善农村义务教育管理体制和投入体制,为教育均衡发展创造有效的政策和制度保障。从制度上强化政府对义务教育的管理和投入责任,关键要考虑城乡之间、地区之间经济发展水平和财政能力的巨大差异,公平分配国家的公共教育资源。

| Abstract: | The rural compulsory education with county as the center of management system is aimed at stressing the responsibilities of the government,in particular,the county government to alleviate the burdens of the farmers and to ensure a sustainable development of the rural education.However,the regional differences are ignored,and the new system sees the educational investment even worse due to the tuition reforms in the developing areas.This paper is intended to seek an equal development of the rural and urban compulsory education in the perspectives of management and investment. |
