| 摘 要： | 现行教育投入体制下,农村基础教育面临的种种问题主要源于政府投入不足。政府必须重视农村基础教育,完善和规范转移支付制度,明确中央、省、市、县对基础教育投入的责任,尤其是中央和省级政府在农村义务教育经费分担中的主要责任,健全教育经费投入监督体系,保证农村师资质量,促进农村基础教育平稳、快速、持续发展,有效体现教育公平和教育与社会的互进共荣。

| Abstract: | The paper starts with the statementthat the current educational investment from the government is insufficient.Moreover,it argues that the government ought to pay more attention to the rural basic education,improve the current budget system,and clarify the governmentalallocations of particularly federal and state levels. The purpose is to ensure the quality of teachers for the sake of effective,equal,and sustainable development of the rural education. |
