| 摘 要： | 经过一个多世纪的发展,日本国立大学形成了高层次科学创新能力。日本获得诺贝尔奖的15位科学家中有10位的研发工作是在国立大学完成。科研经费制度是制约大学科学创新能力形成极为重要的因素。研究日本国立大学财政制度的历史演化过程发现,财政制度的相对自治性、均等性、稳定性及重点性等价值取向是促进国立大学高层次科学创新能力形成的重要原因。

| Abstract: | After the development of more than one century,national university in Japan has achieved high level scientific creativity.Statistics shows that the ten scientists among the fifteen Nobel prize winners have finished their researches and developments in national university.Science and research funding is a substantial factor which confines the scientific creativity of university.The science and research funding of national university primarily comes from national finance.By means of making the research of the process of the evolution of financial system of national university in Japan,it can be found that the value orientation including financial system’s relative autonomy and equality,stability and emphasis,etc,is a primary cause for the being of the scientific creativity of high level of national university. |
