| 摘 要： | 目前，我国处于国家发展的重要战略机遇期，建设服务型政府、实现基本公共服务均等化是实现公平正义、促进社会和谐的必然要求和现实途径。受我国原有经济发展体制影响，在体育基本公共服务方面。城乡之间存在相当大的差距。在构建服务型政府的前提下，除统筹城乡经济发展外，还应加强体育基本公共服务供给、财政支出和结构调整等基础性制度规范，同时与调节性制度有机结合起来，逐步寒现城乡体育基本公共服务均等化。

| Abstract: | At present,our country is in the state of development of the important period of strategic opportunities,it is necessary requirement and realistic way to achieve fairness and justice and promote social harmony of constructing service-oriented government and achieving the equalization ofbasic public services.Due to the impact of the original economic developed systems of our country,there is a considerable gap between city and countryside of the basic public services in the sports.In addition to planning urban and rural economic development in entirety,it is necessary to increase the basic system of rules,such as the supply of basic public services of sports,financial expenses and restructuring with the context of constructing a service-oriented government,and achieve the equalization of basic public services on the urban and rural sports in combination with regulatory systems. |
