| 摘 要： | 公民民主素质的阙如是制约当今中国社会主义民主政治深入发展的瓶颈。如何培育公民的民主素质，造就具有民主素质的民主主体成为突破民主发展瓶颈制约的关键，而中国的国情决定了民主主体的塑造必须倚赖教育。惟有教育才是中国有效、快捷、稳健地塑造民主主体进而实现政治民主化的最优路径选择。

| Abstract: | The writer of this paper believes that the lack of democratic qualities has become the most serious barrier to develop deeply socialist democracy with Chinese characteristics.So training citizens with democratic qualities has become a necessity to break through the barrier.However,training citizens has to depend on education in accordance with China's actual conditions,and education is the only way to train citizens with democratic qualities effectively,speedily and steadily. |
