| 摘 要： | 本文分析认为,当前我国科技资源产权设置上存在所有权虚置、产权残缺等问题;原因是国有科技资源缺乏有效的产权保障制度.对此,研究认为,必须推进国有科技资源管理体制改革,构建现代国有科技资源产权制度.在制度设计时,必须遵循科技伦理道德、兼顾经济效率;责任与权利相互制衡;兼顾精神权利与经济权利等基本原则.同时,必须注意明确政府在科技资源产权运行中的职能、建立扣规范科技资源产权交易市场、优化科技资源产权结构、维护主体合法权益等几个问题.
