| 摘 要： | 在当前实行的村委会选举中，起主导性作用的乡镇政府在其间出现了种种失范现象，如不作为，舞弊和违法违规操作等行为，这些行为破坏了村民自治，自主选举的宗旨和精神，阻碍了村民直选的顺利开展和有序进行，造成了选举负面效果的出现。
