| 摘 要： | 经济、科技的全球化进程，未来社会知识化、信息化的发展趋势，要求我国高等教育必须进行整体性变革和制度创新，这需要继续深化高等教育的改革。改革的重心仍然是体制，通过改革建立起政府宏观管理、学校面向社会自主办学的体制。在教育改革、教育发展战略的选择上，要考虑与社会发展相适应的问题，坚持教育发展与社会发展相适应的基本规律。

| Abstract: | Confronted with the globalization of economy and technology and the trend of development of knowledge and information society,the structure of higher education in China must undergo a thorough reform and system innovation,so the reform of higher education must be furthered.The focus of the reform is on the structure of the system.The new system should let schools be oriented towards society and have decision making power with the government exercising macroscopic administration.The reform and the selection of tactics for the development of education must be in conformity to the social development,adhering to the basic law that education development must conform to the social development. |
