| 摘 要： | 文章认为,政府信息资源是一种重要的信息资产.本文论述了政府信息资产的内涵,认为政府信息资源是一种经济资源和生产要素、政府信息资产的构成具有多样性、政府信息资产是一种权利型资产、政府信息资源转化为信息资产需要一系列的制度安排.文章从政府信息资产的激活、重组和风险控制等方面分析了政府信息资产的运营策略.
